I think it would be an interesting idea to give expensive special permits for individuals who want to do something considered moderately illegal or to an extend against the law. For example, what if there were special permits called by-pass permits which allowed people to bypass laws to do things that would otherwise be moderately or indirectly against the law. Imagine having the ability to obtain a special permit by the city (permitted by a court or special committee in a promise to abide or promise to the courts scenario) to temporarily sit in front of your house and smoke marijuana, skinny-dip in your pool without care from the neighbors, release fireworks in non-firework zones, organized a street race on a real highway (early in the morning of course), or a permit to park anywhere one desires. It's the idea of doing something seemingly unhazardous or not putting others in direct harm that could be permitted temporarily or to an extent allowing people to do things out-out-of-the-ordinary or which allows them more freedoms to try or do things they normally couldn't. Another way to state it is temporarily allowing someone to do something for a limited time or with specific limits to do anything moderately against the law which poses no direct harm to others (on a state and not federal level). I think this could be an interesting idea, especially to find alternate ways society can pursue happiness without a complete cap of regulation and laws.
