I've been waiting for a long time to make my own constitution. Although I would rather be the creator of an entire town and city, I took the liberty to make a constitution if I were to create my own nation. The amendments are listed below. In my free time I took some time to visit the constitutions of many other countries. I liked Japan's constitution and the United State's Constitution the most. A lot of human progress and wealth were made with these two constitutions. I also looked at Brazil's, Spain, Italy, Poland, Norway, Sweden, and Texas's constitutions. Below are the results of all the information I liked from these constitutions and much more from my research to solve the issues of today. Ultimately I tried to make what I thought was the best constitution in the world in my vision. There are many amendments and I'm sure they can be refined and modified to lessen the quantity, but this is just a fun passion project and nothing to take seriously. If I were to take it seriously, I would need a law degree. Even then, a no-purpose constitution serves no purpose. So this is a fun project and I'm giving blog peepers a chance to see it.
I made some new additions to this with three main primary constitutional principles in which all Amendments follow under. I call these Ultimas. Ultimas are a made up word I came up with. Ultimas is to stand for ultimate provisions in which the amendments derived from or follows under. Without further notice, here is a compilation of my weekend passion project. My constitution:
1 Ultima: A system for the people by the people.
2 Ultima: Guaranteed life, liberty, and the pursuit of happiness.
3 Ultima: A democratically elected Constitutional Republic with limited and small government.
4 Similar to 1st amendment of US Constitution. Freedom of speech, press, and assembly, and digital communication, and alternate forms of communication.
5 Similar to 2nd amendment of US Constitution. freedom to bare arms. Freedom to bare arms despite police and military forces. Freedom to display fire arms freely in public. Government prohibited from arms confiscation.
6 Civilians can use all weaponry equivalent to military but are forbidden to have weapons of mass destruction or biological weapons capable of mass infection, widespread influence, or gain of function. Weapons of mass destruction is only lifted when at a safe distance outside our solar system with the appropriate license and requirments.
7 Similar to 3rd amendment of US Constitution. Military or occupying force cannot quarter citizens or take civilian assets. Military cannot enter one's home without permission and concent. Police or any occupying force cannot seize citisen assets without a warrant or approved documentation by a judge.
8 Similar to 4th amendment of US Constitution. Citizens cannot be searched and seized. Need a warrant.
9 Similar to 5th amendment of US Constitution. Cannot be put on trial without charge of a crime. Citizens have the right to remain silent. Cannot be charged twice. Right to life, liberty, and property unless seized by law. Police or law enforcment cannot entrap or manipulate citisens.
10 Similar to 6th and 7th amendments of US Constitution.Trial by jury. Ability to obtain a witness and a lawyer. Same for federal applies for civil cases.
11 Similar to 8th amendment of US Constitution. Cannot have cruel and unusual punishments.
12 Similar to 9th amendment of US Constitution. Even if a right is not in the bill of rights it doesn't mean you don't have it.
13 Similar to 11th amendment of US Constitution. Prevents states being sued by other states by Supreme court.
14 Similar to 12th amendment of US Constitution. Electoral votes; states representatives receives 1 vote.
15 Similar to 14th amendment of US Constitution. All peoples have equal protections under the law. However, only proven citizens can vote. To vote, citisens need to provide a required responsibility for civil servitude. This can be civil services (military reserve or service), first responders, natural disaster services and aid, or community services (soup kitchens, street cleaning, community events, and much more).
16 woman can vote on the basis they can prove a logical and rational mind and vote on policy and electors based on logic and reason and without reasons based on social, sociological, emotional, or hive mind explanations or dynamics. All females voters need to prove they have intellectual capabilities to explain why they are voting for something, what are the expected results voting for policies and members, what are the alternate consequences if they're wrong, why they think their vote is correct and necessary...ect. Females need to be approved of intellectual levels before they can vote because emotional and non-logical reasons can be very detrimental to a nation through the use of emotional or social-driven propaganda. Females also are required to provide a required responsibility of service in order to vote.
17 Similar to 22nd amendment of US Constitution. The president are limited to 2 terms.
18 Similar to 23rd amendment of US Constitution. Cannot do taxation without representation. Our version is cannot do taxation without transparent representation, rational debate, and wide-spread public consent.
19 Similar to 24th amendment of US Constitution. There cannot have a pole tax.
20 Similar to 17th and 15th amendment of US Constitution. Presidency and vice presidency is elected by the people and are granted upward mobility in vacancy for vacant presidency and vice presidency.
21 Voting age is 18.
22 Similar to 27th amendment of US Constitution. Country cannot raise its own pay without being reelected first.
23 The nation uses a variety if currencies; however keeps a reserve of gold. This gold standard cannot be removed. The country is to maintain a certain amount and value worth of gold as it's reserve currency regardless who is in office.
24 Right of various lifestyles and cultures. Right of self-made cultures.
25 There is a separation of powers.
26 Military cannot be used by a corrupt or untrustworthy government or for administrative agendas that serves no mass public interest or is used for control.
27 Voting cycles and dates shall ensure a smooth transition flow allowing for a smooth transition of administrations and powers and operation.
28 Right for peaceful protest and peaceful civil disobedience. Right to not capitulate, comply, or agree to doing anything involved in controversial behaviors, contrary to beliefs, controversial association, or corruption. The right to deny being involved with corrupt government influence and involvment. Right to not comply with irrational policies or contradictions of beliefs. Police cannot capitulate to federal government (cannot become federal opertives). Individuals should leave heavily corrupt companies. Willfully complying to obvious corruption could result in consiquence.
29 Propaganda, indoctrination, and reconditioning provisions. Cannot Use propaganda on citizens. Cannot indoctrinate citizens.
30 Right and preservation of family. Right to large families.
31 Promotion of building self value, worth, wealth, purpose and trade.
32 Promotion, protections, and preservation of family and community.
33 Promotion, protections, and preservation of building unity in culture, interests, and community. Promotion of national unity building.
34 Preservation and protections of historical or cultural landmarks. Protections of scenic sites.
35 Promotion of goodwill of oneself and others. This is considered the highest level of ethics.
36 Promotion of security (works along side second amendment) Protection of one's community and family.
37 Rights of foreign safety and to use authorization to use military force to protect national citizens.
38 Right of consent (sexual rights)
39 Sexualism rights; freedom for sexual lifestyles.
40 Child protection rights (protection of children).
41 Right to free donation and charity giving. Rights to donate without tax.
42 Right to transparency, investigation, and accountability. Applies to ever business, organization, govt, and entity. Reveals top secret information if there is too much stonewalling and not enough information in a long certain amount of time.
43 Surveillance, security, and privacy rights. Right to be on video and taken pictures in public under ethical guidelines. General privacy rights. Right of private monetary use.
44 Right to disclosure, transparency, consent, and persecution of personal information and personal digital information. Rights to DNA and personal biometric data.
45 Freedom of mobility in respect to personal and public property. Freedom of unlimited interstellar travel.
46 Freedom to claim and label interstellar property and bodies. Visual discoveries are given right to be given a name claim only. Physical travel to destination is permitted claim of interstellar body and name. If another travels and claims your intersteller body, territory is drawn and divided. Interstellar disputes are handled by court trials.
47 Limited centralization and monopolies. Centralized businesses must be approved by courts for the prevention from monopolies. This is to protect the free markets. There is also a removal of lobbiests.
48 Maintain a standard of quality education. Teach using best practices for all student cognitive patterns and styles. Must obtain a standard quality level and provide evidence of critical thinking levels. Many academic structures are allowed. All academic structures are tested for levels of quality and critical thinking.
49 Anti-marxism and anti death-cult laws. Police cannot serve any other entity and can only serve their department. Any use of Marxist behaviors and strategies in the political and civil environment will warrent an immediate investigation. The constitution has a list of anti-marxism laws the are prohibited, limited, or will warrent an immediate investigation. Cannot unionize or form any union (competition is the solution).
50 Right of a multi currency market.
51 Rights and preservation competition. This refers to business (goods and services) and currency market competition. Right to negotiations and agreements.
52 Free and open product, goods, and service market.
53 No fraud and unethical business practice.
54 Prevention of Loopholes. This amendment makes it illegal for people to purposely manipulate the system and use loopholes to their advantage.
55 No shady or unethical government practices. No use of government loopholes. Laws need to specify intention, reason, how to interpret it, how not to be interpreted, and safety provisions. They also need a simple explanation summery.
56 Government cannot surpass certain budget. Govt must show proof of spending. Government must balance their budget.
57 Protects the markets from government or political involvement and intervention.
58 Citizens can close the govt or host emergency elections if they protest in overwhelming numbers. I think at least 65% of the overall population.
50 Federal structure with 4 houses.
60 All individuals can speak on the floor for issues.
61 No foreign agenda involvement or influence.
62 Close down from world into isolationism until reopened by electives.
63 Cannot be attacked using military unless provoked with evidence.
64 Right to foreign military activity preparation.
65 Right to self defense force and defense capabilities.
66 Right to hold nuclear capabilities for defense. Right to use nuclear capabilities under threats of nuclear use or intimidation.
67 Ethical social standards and the promotion of civilians upholding ethics. Civilians who set themselves as ethical examples, demonstrate good leadership, and positive role models can get promoted into honorific statuses and positions. A defined list of ethic terms expected, valued, or promoted for society to influence integral culture and socio-norms.
68 Public use of mass petitions to influence their elected representatives.
69 Prioritize investigations of conspiracies and efforts to immediately explain and debunk them.
70 Execution rights. Convictions are only hung in silence for unimaginable offenses. Only used for repeat offenders in horrific violent criminal actions and immense abuse of government power and authority). Criminal repeat offenders only get three tried. This amendment is prevented from being amended by government, especially in regards to politics and ideology.
71 Right for administration to incentivise the growth in resource businesses with a moderate and careful budget.
72 Right for administration to promote and incentivise growth in entrepreneurs and new businesses with a moderate and careful budget.
73 All evidence is to be preserved for any trial case. This applies to both government and civil court.
74 Robots and AIs should use laws similar to the Laws of Robotics by IsaacAsimov. Robots and AIs are to keep human safe. All AI and robots need an emergency off function, feature, or switch.
75 Interaction with intelligent species outside Earth must be reported, documented, provided with evidence, and reported to US government immediately. This is to record involvement for security purposes.
76 Interstellar foreign containment. All interstellar travelers must quarantine and disinfect themselves before proximity and contact with other humans. All humans must wash their assets and vehicles.
77 Farmers have a right to farm and grow livestock.
78 Prisoners must have access to daylight, nutritious food, given certain limited amenities, and have basic security. They must also be conditioned to reenter the workplace and society.
79 Protection of whistleblowers, journalists, and security of high priority individuals in potentially dangerous circumstances due to knowledge and revelations.
80 Right to have access to essential basic medical care. There is basic government supplied care and care plans by organizations and entities.
81 Citizens are to have a maintained baseline cost of living. Rent cannot exceed a certain amount. Utilities must be kept low.
82 Access to emergencies funds. Government has emergency funds it needs to build in case of an emergency. All funds have a cap.
83 Checks and balances. Powers cannot collude with each other.
84 Protection of vital utilities (water, treatment plants, electrical grid, gas...ect).
85 Protections from being tracked (Including tracking through IDs and data.)
86 Protections of farms, agriculture, and organic agricultural infrastructure. Preservation of quality soil.
87 Limitations of time travel (just in case; future tech amendment). Public use of time travel. Restricted to only two weeks backwards in time. All time travel for military purposes restricted to day zero of time travel use which is the day time travel is open for use. Anything beyond that date is forbidden. Unless using a time travel method that does not interact with the environment and is used only to observe.
88 freedom of public air travel using sky freeways. Freedom of personal floating or antigravity devices (just in case; for future tech). To allow the freedom of movement and mobility while preserving privacy and freedoms.
89 Freedom to start own cultures, colonies, and interstellar communities and the agreement to interstellar courts. The agreement to interstellar law (basic human rights) and to establish a well maintained connection, recognition, and cooperation of new intersteller cultures, colonies, and communities.
90 All AI and robots require a standard of robotic laws to help, serve, and protect humans. All AI and robots require a mandatory disable function. Robots and AI protecting humans and never using turning against humans and harming humans is mandatory (military robots require the mandatory distinction for who is the enemy, to only be used on the enemy, and never used on citisens).
91 Genetic laws allowing people to modify their physical appearence however preserving their human DNA in regards to human function and reproduction (example, people can give themselves animal features and abilities but must remain a varient of human and preserve a percentage and bio-structure of being human). This also disables the use of human cloning labeling it as unethical. This is for future tech; just in case.
92 Protection and challenge to voting process. Any issue with an election and it's integrity has the right to be challenged immediately. Any mishandling, error, or misuse of a voting machine or process will institute a revote. Revotes cannot be done on a holidays.
93 Rights to content. Basic protection: Anyone can use anyone's content as long as they credit the creator. Content can be issued to be taken down by the origional content creator and because of this creators who don't want to share their content should use a permissions label somewhere in their content to prevent the unconsentual use of their content. Any violation of basic protections can result in a court resolution. Anyone is free to save or collect any creator data for personal use.
94 Term limits for individuals in power. They can stay for a certain amount of terms if they have a high rating. Certain lower ranking officials can be voted out at any point in time by public votes after 90 days.
95 Elitism laws. Elites and most wealthy cannot discriminate against lower class individuals. Lower class get just as much privilege as elites and ultra wealthy.
96 Non-discrimination laws. All are seen equal. Even with varying statuses, intelligence levels, and any differences, all see each other as equals.
97 Workers safety and protection. Workers utilize the maximum level of safety, protection, and precautions for their employees.
97 Quality of utilities must be set and tested to a high standard. Considerations of qualitiy inspection of local infrastructure: Animal-pest control and adoptions, trash and recycling, health department, fire department/ emergency utilities, housing, parks and recreations, fraud and corruption, waste management, water and electicity economic development, permits and building codes, business (purchasing divisions, oportunities, resources: library resources, local-regional-city departments, disaster assistance, partners; euntrepreneurs and small business starter kits: food service, auto/tire, lawn care, retail, cleaning/janitorial, handyman, repair, transportation, and nursing homes), birth and death certificates, arts, crime, drivers safety, education, emergency management, flood management, historic/scenic preservation, inspections and public services, media and broadcast, municipal courts and liburaries, disabilities infrastructure, parking management, pollen and mold, veteran affairs, recycling, water and waste water management.
This amendment serves as a remind for local infrastructures to test and ensure the quality of their local infrastructures with monthly and annual reports. Addition: Transportation safety and infrustructure quality and testing. Air quality and plant-life balance.
98 Right to collect data for annual reports and quality observation. Ex: Quality Assurence and surveys for local industores and quality of life (Resident living and agriculture living), political opinion/direction, and infrustructures.
99 Release of documents. All classified documents are released to the public after 20 years. Highly classified and top secret documents are released 20 years but only to high security clearance individuals. Highly classified and top secret documents are fully released to the public after 40 years.
100 Security of unreleased classified documents.
101 Drug-use facilities and rehab. People can go to a facility where they can use any drug they want that doesn't make them hostile. It's like a hotel for users. It has motivational books, the Bible, and positive things they can read. They can watch movies, use beds, and use any substance in a safe environment. The location provides with jobs and things they can do to feed their addictions. They can record music, make art, and crafts. There is rehab. This is similar to what Portugal does with drug addicts. This amendment grants illegal substance use freedoms only for these facilities.
102 Similar to 10th amendment of US Constitution. Gives power to the states and the people.
103 Federal workers cannot be lifelong politicians and use inside trading, bribes, and monetary schemes to gain power and wealth.
